You'll need to be more specific about what you want to do. The simple
answer is you can't use GPRS instead of GPS. But you don't need a GPS
unit to use the API.

If you mean you want to track mobile phones which use GPRS but which
don't have GPS, I don't believe this is technologically possible. It
is also probably against the privacy rules in the Terms of Use.
