I am new to Blogger and would like advice on how to rearrange the
layout of each post. In other words, how to I rearrange the pictures
and copy on each blog as they currently upload and I can't move the
pics and text to where I want it.

Photos are a real pain. The best way to do a post is upload the last
photo you need first. Then the second to last etc. as each new photo
will show up at the top of the page when uploaded. Then do your text.
If you need to move a photo up or down, drag it slowly and have
patience. it will work, it's just really tempermental.
