The heart of the circuit is a 555 timer IC that is working as an astable multivibrator in the circuit. A PNP transistor BD140 is used at the output of the circuit due to which you can drive large number of LEDs for example upto 50 LEDs. The diagram is showing 9 LEDs each of three LEDs are connected with an 82 ohms resistor. For increasing the number of LEDs just add each three LEDs with an 82 ohms resistor in prallel.

You can also use high power LEDs (under the output current limit of the BD140 transistor) which can not be driven directly with the 555 timer IC because the output of the 555 timer is 200mA. The operating voltage of the circuit is 9V to 12V DC.
